Lots of rules and regulations but they basically all come down to "not negatively affecting others". Police brutality is so rare it can be considered virtually non-existent. When being pulled over, there is no risk of getting shot, tasered, choked or in any other way shape or form encountering violence, with the exception of when the person being pulled over is a known violent or dangerous criminal and the pulling over is part of a planned police action.
