In June 2018, Tim Flanagan, enterprise systems manager for the county’s Department of Information Services and Technology at the time, told supervisors that Dec. 16, 2018, was the tentative go-live date for the payroll and human resources software. It installed a $30 million SAP computer and software system in 2006 that became so problematic and expensive to maintain that officials abandoned it four years later. Nicholson said the main reason for the delay was Tyler’s acquisition of Executime, a third-party vendor, in the midst of the installation of the new system. The county’s contract with Tyler included a license with Executime for software that will allow county employees to fill out their time cards digitally.
