ICE contract secures nationwide access to private iris biometric database
Summary
ICE awarded a 12-month firm-fixed-price sole-source contract to Bi2 Technologies to give ERO agents nationwide access to Bi2’s IRIS database and MORIS mobile authentication system. The contract provides immediate access to more than 5.025 million booking records (about 1.5 million unique individuals), unlimited querying and bulk downloads, and requires delivery of 1,570 IRIS biometric devices within 30 days. The agreement includes real-time alerting capabilities, broad platform compatibility for mobile and fixed devices, and extensive security and privacy controls including deletion of submitted images, audit logging, and restrictions on Bi2’s reuse of ICE query data. The procurement expands ICE’s field biometric identification capacity and is framed as part of broader immigration enforcement efforts, while requiring the contractor to meet federal security, encryption, and vetting standards.
