For sure, you cant apply any naive metric; the real wizards in any given organization are the ones who might spend a day making the proverbial chalk mark where the part isnt working, where nobody else even knows where to look. Theres a wonderful book, which is alas in a storage unit at the moment and I cant find the name, about measurement and organizational dysfunction. In a nutshell, theyre department stores where military members can purchase goods. Quite useful since many military bases are fairly isolated and junior enlisted frequently dont have cars to travel to nearby cities or towns.
